Scotland County Release Meaning
“Released” describes the end of one custody episode, not always freedom from every form of custody. A person may leave the Scotland County Jail after posting bond, release on recognizance, dismissal, time served, completion of a county sentence, probation, or another court order. Another departure may be a transfer to the Missouri Department of Corrections, another county, federal custody, a treatment placement under lawful authority, or immigration custody. The release type and destination therefore matter as much as the departure time.
A current roster, if Scotland County adds one later, would answer who is held at that moment. It would not serve as a lasting archive of Scotland County released inmates. A name can disappear because of release, transfer, a spelling change, data lag, confidentiality, or a system fault. Positive proof comes from an affirmative Sheriff release entry, direct custodian confirmation, a matching status event, or another responsive official record. No official Scotland County roster or release archive was identified as of the research date.
| Departure type | What it means | Best next record |
|---|---|---|
| Bond or recognizance | Pretrial custody ended subject to court terms | Sheriff release entry and Case.net bond order |
| Time served or completion | A local sentence or credited term ended | Release entry, judgment, and sentence record |
| Probation | The person is in the community under a court order | Case.net and active MODOC supervision record |
| Parole or conditional release | Physical prison custody ended while state supervision continues | MODOC active-offender record |
| Transfer | The person left the jail in another agency’s custody | Transfer destination and receiving-agency record |
| Dismissal | A case outcome may support release, subject to other holds | Case.net disposition and Sheriff departure entry |
Note: Ask for the code legend with the record because a release abbreviation may describe a transfer rather than community freedom.
Scotland County Release Record Fields
A Scotland County release record is tied to one booking episode. It should connect an admission with a departure and identify why or where the person left. The same person can have more than one booking, so a full name alone may not be enough. An approximate booking date, date of birth, case number, alias, or jail identifier helps the Scotland County Sheriff locate the correct entry.
Charges recorded at booking describe the start of the episode. They may differ from the final charge or judgment. Likewise, a release code may need the jail’s code legend before it can be read correctly. “Transfer” confirms departure from Scotland County Jail but not community release. A detainer means another authority has asked the jail to hold or transfer the person, though some details may be closed.
| Field | What it shows |
|---|---|
| Booking number | The identifier for the specific jail episode |
| Admission date and time | When Scotland County custody began |
| Arresting or committing agency | Which authority brought or committed the person |
| Booked charges | Allegations recorded at admission, not necessarily the final result |
| Court and case number | The link to the related Missouri court case |
| Bond type and amount | Bond terms if part of the open record |
| Release date and time | The recorded end of that jail episode |
| Release type or code | The reason for departure or custody change |
| Transfer destination | The receiving agency when releasable |
| Booking photograph | The image associated with that admission, if open and retained |
Request Scotland County Release Records
Missouri’s Sunshine Law directs a request to the public body that created or keeps the record. For a Scotland County jail departure, that body is the Scotland County Sheriff’s Office, not the Attorney General and not the Circuit Clerk. No special statewide form is required. A written Scotland County request is still useful because it fixes the person, booking episode, fields, date range, and requested format.
- Identify the person by full name and the booking by an approximate date. Add an alias, birth date, or case number when needed to separate similar names.
- Ask for the existing booking/release record, jail-register entry, or booking sheet. Do not ask the office to create a new report or analysis.
- Specify admission and release times, release type, code definition, booking and case numbers, releasable transfer destination, and the photograph if needed.
- Request open portions if part of the file is closed, plus the statutory basis for each withheld part. Ask for the least costly format and an estimate before fees exceed a chosen limit.
- Compare the response with the court docket. The Sheriff documents jail movement; the court documents orders, disposition, and sentence.

Call to identify the custodian, current hours, and preferred delivery method.
Missouri Attorney General Sunshine Law guidance explains the custodian and written-request process, as documented in the captured official resource. It supports a narrow request for an existing release entry rather than a demand for a new list.
Section 610.023 calls for access as soon as possible and no later than the third business day unless the custodian gives a detailed reason for delay and the earliest available date. That is a response rule, not a promise that every record will be produced in three days. Section 610.026 permits certain copy, research, and duplication charges, so an advance estimate is prudent.
Scotland County Release Access Limits
Chapter 610 of the Missouri Revised Statutes supplies the open-records framework. Sections 610.100 and 610.150 address law-enforcement and incident or arrest records, but the exact classification of the requested item controls. Juvenile information, active investigative material, victim and witness details, medical information, security-sensitive data, and material sealed or closed by law can be withheld or redacted. A request should seek the segregable open parts.
No online Scotland County retention statement was found. It would be inaccurate to promise that Scotland County release records remain online or available for a fixed number of days. Ask the Sheriff which Missouri Local Records Board schedule applies to the jail register, booking data, release entry, and photograph. Court and MODOC records follow their own schedules. Requesting the episode-specific record promptly is safer than assuming it was destroyed.
Expungement is a court process, not a delete button. Missouri Courts expungement information describes forms and procedure, while §610.140 contains eligibility limits, exclusions, notice, waiting periods, and required findings. A sealed or expunged case may no longer appear in ordinary public access, yet agencies can retain restricted material for uses allowed by law. No eligibility conclusion should be drawn from a missing online result.
Note: The release line may be open even when protected parts of the broader jail file are redacted or withheld.
Two Scotland County Release Records
Scotland County’s most useful local verification pairs two records kept in the same courthouse but by different offices. The Sheriff in Suite 3 holds the jail departure evidence. Circuit Clerk Julie Monroe in Suite 200 handles access to the criminal docket, disposition, sentence, bond order, and later court entries. One office does not certify the other office’s facts.
The official Scotland County elected-officials page identifies both contacts in the captured view. Pairing the Sheriff’s timestamp with the Clerk’s legal record can confirm both physical departure and the reason the court case moved forward, ended, or shifted to supervision.
A bond order authorizes release, but the Sheriff’s record shows when processing finished. A prison sentence documents commitment, but MODOC shows intake and later state release. A dismissal may end one case without resolving another hold. That is why the two-record check is stronger than treating one docket line as a full custody history.
Scotland County Courthouse Release Check
The most useful local release search is not a simulated online list. It is a focused two-record verification through the courthouse. Start with the Sheriff’s episode-specific booking and release entry. Then use the Circuit Clerk’s case access to match the case number and read the legal event connected to that departure. This works even though Scotland County does not publish a recent-release feed.
The two records should agree on identity and episode, but they answer different questions. A Sheriff record can show a timestamp and transfer code without resolving the charge. The court file can show a dismissal, bond order, probation judgment, or prison sentence without documenting the moment the person cleared the jail. Keeping those limits visible produces a more reliable result than forcing either record to stand in for the other.
Find Scotland County Released Inmates
The correct Scotland County search begins with the last known custodian. Scotland County Jail, MODOC, the Bureau of Prisons, and ICE each answer a different question. A news report may establish an arrest but not where the case ended. Confirm the booking episode before searching, then follow the route for that custody type.
- Identify whether the person was last held by Scotland County, MODOC, a federal authority, ICE, or another county.
- Check the relevant current system once. Continued presence may show custody or active supervision, while absence alone proves nothing.
- Search the specific person in VINELink and verify the named agency, state, and identifiers before relying on an event.
- Read Missouri Case.net for bond, disposition, judgment, sentence, probation, revocation, warrant, and termination entries.
- Request the affirmative release entry from the Sheriff or MODOC custodian, depending on who held the person.
- Escalate by custody type. BOP covers federal prisoners; ICE covers certain current immigration detention; another county handles its own transfer.
Identity checks matter. Compare a middle name, suffix, lawful birth information, DOC or register number, and case number. Scotland County, Missouri results can also be confused with Scotland County, North Carolina. The Memphis address and 660 area code distinguish the Missouri Sheriff from unrelated portals using a 910 number.
MODOC Scotland County Release Search
The Missouri Department of Corrections Offender Search covers active offenders, including probationers and parolees. A person can be physically released and still appear because supervision remains active. The same landing page expressly says it does not provide information on discharged offenders. A no-result therefore cannot prove that someone was never in MODOC or that the person is free.
| Search element | Use and limit |
|---|---|
| First and last name | Required name path; aliases are included in search scope |
| DOC number | Best identifier for separating similar names |
| Active status | May cover prison, probation, parole, or conditional release |
| Assigned location or office | Shows institution or supervision assignment when displayed |
| Offense and sentence data | Must be read with the exact labels on the current result |
| No result | May mean discharge, withholding, transfer, spelling variance, or no active record |
The captured official MODOC search screen documents its discharged-offender warning. The source makes the active-only limit central to a Scotland County released inmate lookup.
Specific Scotland County questions should go to the institutional caseworker, field officer, or MODOC Constituent Services. Do not rename a parole eligibility, conditional release, minimum release, maximum release, or discharge date. Each means something different, and scheduled dates can change.
Note: An active MODOC result after physical release may reflect parole, probation, or conditional release rather than prison custody.
Former Scotland County MODOC Records
Missouri offers an unusual historical fallback through the MODOC Sunshine Law page. Its compressed offender database is updated nightly and includes people who are or have been under Department supervision, with data reaching back as early as 1974. It is not a simple person-status page. One individual can occupy several charge or sentence rows, and the Department warns that the file may be incomplete or contain self-reported information.
The data dictionary includes the permanent MODOC identifier, name and birth data, assigned place, cause or docket number, offense and sentence counties, a Completed Flag, Sentence-I Minimum Release Date, and Sentence Maximum Release Date. Special numeric values may represent life, indeterminate or interstate cases, or assessment conditions instead of ordinary dates. For Scotland County, the county code is SCOL. SCOT means Scott County.
The captured official nightly-file page documents its field dictionary. The image helps explain why the file can bridge the gap after a discharged offender leaves the public name search, yet still needs careful reading.
For a precise or certified answer, request an existing face sheet, release or discharge verification, or sentence-computation record from MODOC. Ask for actual release date, release method, supervision start and end, and discharge date as distinct fields.
Scotland County Post-Release Supervision
MODOC’s Division of Probation and Parole supervises probationers assigned by courts, parolees released by the Parole Board, people on conditional release, and Interstate Compact clients. Probation usually starts with a court order. Parole is discretionary release from a state sentence under conditions. Conditional release is a supervised portion of a Missouri sentence. Full discharge means the sentence and supervision have ended.
Scotland County is in MODOC District 3. The official address list identifies District 3S–Kirksville at 516 South Main, Kirksville, MO 63501, phone 660-785-2430. Search the active offender first, confirm the assigned office shown, then contact the field office or Constituent Services for a specific status question. Some schedules, residences, treatment details, and safety-sensitive facts may remain private.
- Probation
- Community supervision ordered by a court.
- Parole
- Conditional community release authorized by the Missouri Parole Board before sentence expiration.
- Conditional release
- A supervised sentence portion defined by Missouri law.
- Discharge
- The end of the sentence and supervision, after which the active public MODOC result may disappear.
Scotland County Release Notifications
MOVANS is Missouri’s notification system for incarceration and court-status changes. Missouri VINELink remains the local-jail and court search and registration route, but Scotland County participation for a particular record must be confirmed. A blank result may reflect an offline jail, spelling, lag, transfer, or an unsupplied record. It does not prove release.
Missouri changed delivery on May 5, 2026. Telephone and VINELink-app alerts ended; SMS text and email remain. Local jail and court events use the Missouri VINELink/MOVANS route. MODOC custody notifications use the separate DOC Office of Victim Services. A Scotland County Jail transfer to MODOC requires a new DOC registration because the local registration does not carry over.
The Missouri State Highway Patrol Sex Offender Registry is separate. It covers only people who have a legal registration duty. Presence does not prove a jail release date, and absence does not prove that no criminal record exists.
Note: A custody-change alert needs direct confirmation because transfer and community release are different events.
Federal Scotland County Release Paths
The Federal Bureau of Prisons Inmate Locator covers federal BOP custody and many former federal prisoners. A former prisoner result may show “Released” with a date. “Not in BOP custody” does not rule out local, state, U.S. Marshals, or ICE custody. BOP does not cover a person held only at Scotland County Jail.
Pretrial federal defendants may be in U.S. Marshals custody while housed in a contract jail. The Marshals Service has no general public locator like BOP, so the federal docket and actual holding facility are the useful official paths. ICE’s locator addresses certain people in current immigration detention, not a full historical archive. A Scotland County release entry marked transfer to ICE means departure from the county jail, not community freedom.
| System | What it can show | What it cannot prove |
|---|---|---|
| Scotland County Sheriff | County booking and departure | Later state, federal, or immigration release |
| MODOC search | Active prison or community supervision | All fully discharged former offenders |
| Case.net | Orders, disposition, sentence, and later docket events | Exact physical jail exit time |
| VINELink | Supplied custody event and notification | Complete historical release archive |
| BOP locator | Federal BOP status and some release dates | County, state, USMS, or ICE status |
| ICE locator | Certain current immigration detention | Complete immigration custody history |
Note: Follow the named receiving agency instead of applying a county release search to federal or immigration custody.
Correct Scotland County Release Errors
Corrections to Scotland County records must go to the office that owns the disputed record. A claimed error in a Scotland County jail departure entry belongs with the Sheriff’s records custodian. Identify the exact booking episode and provide the court document or other source that supports the correction. A court docket error belongs with the Circuit Clerk. A MODOC status issue belongs with Constituent Services, the records custodian, or the assigned field office.
These records do not update one another automatically. Correcting the court docket does not necessarily alter the Sheriff’s booking record. Fixing a MODOC status does not rewrite Case.net. Keep copies of the original entry, correction request, supporting order, and response so each office can see the precise fact in dispute.
Scotland County Release Facility
The facility map contains one substantiated local detention facility: Scotland County Jail, operated by the Sheriff’s Office. It covers local arrests, pretrial custody, some county sentences, and temporary holds for another authority. No MODOC prison, BOP institution, dedicated ICE detention center, or separate municipal jail was identified within Scotland County.
A later custodian still matters. A state commitment should be followed through MODOC. Federal and immigration paths apply only when a release or transfer entry points to those systems. Keeping the facility list narrow prevents an out-of-county prison from being mislabeled as a Scotland County detention site.
