The Missouri Victim Automated Notification System, or MOVANS, supplies custody and court-event notification. Missouri VINELink is the public interface for local-jail and court registration. A participating record may show the supplying agency, current custody status, location, an identifier, and a status event or release date. Exact fields depend on the agency feed.
No official source found during the Scotland County review expressly named the Scotland County Jail as currently online. That is a coverage limit, not a claim that it never participates. Availability must be checked for the person and booking. Missouri guidance says a blank result may mean a jail is offline. A transfer event needs special care. Leaving Scotland County Jail for MODOC, another county, federal custody, or immigration custody is not community release. The former jail can truthfully mark a departure while the person remains confined elsewhere. Confirm the destination with the Sheriff’s booking/release record.
VINELink also does not decide the legal outcome of a charge. A custody status can be read beside the public court docket, but dismissal, conviction, probation, and sentence completion are court or corrections facts. The release field should remain tied to the custody episode that produced it.

Note: Save the supplying agency with the alert, since the same name can appear in another jurisdiction or in a later custody episode.
Missouri MOVANS Alerts Changed
Missouri changed MOVANS delivery on May 5, 2026. Telephone calls and VINELink-app notifications ended. SMS text and email remain the current delivery channels. Older Missouri handbooks describing repeated telephone calls and a four-digit PIN are historical and should not be followed as current registration instructions.
The change also makes custody type important. Local-jail and court registration stays with the Missouri VINELink/MOVANS route. MODOC custody notification uses the DOC Office of Victim Services. A Scotland County Jail registration does not seamlessly follow a person transferred into state prison. That transfer requires a new registration with MODOC, and the transfer itself does not mean release to the community.

The notice is the controlling current source for channel choice, so old phone and app instructions should be treated only as superseded history.
Scotland County MODOC Release Alerts
For a person in Missouri Department of Corrections custody, register through the DOC Office of Victim Services at 573-526-6516 or victims@doc.mo.gov. Do not assume a local court or jail registration covers state custody. Ask which record and event types are available, keep the confirmation, and update changed contact details.
MODOC’s public Offender Search serves a separate purpose. It searches active offenders, including active probationers and parolees, but expressly excludes discharged offenders. A person released to active parole may remain searchable. After full discharge, the public name result may disappear. VINELink and notification registration do not turn that active-only search into a historical archive.
A state release date can also differ from a local-jail departure date. Someone transferred from Scotland County Jail to MODOC left the county facility on the transfer date but did not return to the community. Confirm Scotland County VINELink Releases
Alerts are informational and can be delayed. A status can be corrected after transmission, and a protected record may be omitted. VINELink also does not replace the Federal Bureau of Prisons locator, the ICE detainee locator, or a nonparticipating jail. Use the system that matches the custodian.
For a local release, ask the Scotland County Sheriff for the actual booking/release entry. For a court event, compare Missouri Case.net or ask the Circuit Clerk. For state custody, verify through MODOC. Federal sentences belong with BOP, while current immigration detention belongs with ICE. One database cannot show a person’s full path across each jurisdiction.
Agency lag matters most near a fast change. A court may issue an order before jail staff complete release processing. A jail may post a transfer before the receiving system becomes searchable. Keep the sequence intact: court action, custodian processing, departure or transfer, receiving-agency intake, and any later community supervision.
A released result may show out-of-custody language, an event date, and a former location. Record those exact terms and the agency timestamp. Then obtain the original record. The alert tells the reader where to check; the custodian establishes what happened.
